Withdraw the business info draft from review

Pulls a draft back out of MagicDoor's review queue and returns it to draft so it can be edited again. Cannot be used on a MagicDoor information request. Requires the business_info:write permission.

403 · The caller is not a property manager, or is missing the `business_info:write` permission.

422 · This legal entity has no open draft, the draft is a MagicDoor information request, or the draft is not currently `pendingReview`.
