Start a business info update

Opens an amendment draft on an approved business legal entity, pre-filled from the approved record. Calling it again while the same amendment is open returns that draft rather than creating a second one. Requires the business_info:write permission.

403 · The caller is not a property manager, or is missing the `business_info:write` permission.

404 · No approved legal entity with that id on this company.

409 · A first-time draft or a MagicDoor information request is already open on this entity, so an amendment cannot be started.
