Legal from `boardVoting` only

Every other state returns 400 Bad Request with the detail Only board-voting requests can be forced into PM review — including a request that is already in readyForPmReview.

Use this when the board has stalled and you do not want to wait for the deadline. The open vote is closed, so no further ballots can be cast, and the tallies recorded so far stay on the request. isOverdue is left alone — only the deadline sweep sets that.

HOA companies only

Every architectural request and board member endpoint first checks that the calling company is set up as an HOA. A company in any other business mode gets 400 Bad Request with the detail Company is not in HOA business mode.
