Works out what a single vendor was paid over a tax year and whether a 1099-NEC already exists or has gone stale. Nothing is created.

true when a 1099-NEC has already been generated for this vendor and year.

amountHasChangedboolean

true when the figure has moved since the existing document was generated, so it needs regenerating.

hasTaxIdboolean

true when the vendor has federal tax information on file. A 1099 cannot be filed without it.

The vendor, as the full vendor record. Absent when the vendor could not be resolved.
