Delete an external insurance record

Deletes a record of a policy bought outside MagicDoor. The record is kept but marked deleted, and if it was the lease's active coverage the lease is left uncovered and marked as having had insurance that lapsed. Calling it again on an already deleted record changes nothing. Requires the leasing_insurance:write permission.

Where the record stands with the reviewer. A new record starts at pending; only an approved record counts as coverage for the lease.
