Deactivate a board member
Ends a board seat, stamping it with the time it ended. The row stays, so the history of who served is kept. Requires the hoa_board_members:write permission.

400 · The calling company is not in HOA business mode.
401 · The bearer token is missing, expired, or not valid.
403 · The token is valid but the caller does not hold the `hoa_board_members:write` permission.
404 · No board seat with that id belongs to the calling company.
Calling this on a seat that has already ended returns the seat unchanged rather than an error, and does not move seatEndedAt.
Deactivating does not touch votes that are already open: a member who was eligible when a vote started stays on its voter list and can still cast a ballot. It only changes who becomes eligible for votes opened from now on.
An owner is also deactivated automatically if their owner record is deleted.
Every architectural request and board member endpoint first checks that the calling company is set up as an HOA. A company in any other business mode gets 400 Bad Request with the detail Company is not in HOA business mode.
